FOUND A FIX!
The same thing you described to me happened in the year 2034 of my colts franchise, my defensive coordinator retired week 18 and was unable to play the playoffs due to not being able to hire a coach.
How TO FIX: switch user to another team and fire that teams defensive coordinator. Switch back to your user team and that coach that was fired will be able to be hired. Saved my franchise and hope this helps! -thanks

This works but you lose everything and start new so what is the point?
Go to options in you franchise mode. Scroll down to user teams. Select new character, it’ll ask you to pick a new team. Once you do that, I’ll change your franchise screen to that team in the same year as your franchise. Then fire the coach you need, then head back to user teams pick you old team and bam! He will be waiting for you when you go to hire them!

There is no "user team" Option on my franchise menu
So I guess i need to find a friend or get a duplicate account
invite THAT ID to join, have THEM cut THEIR Coach
so I can have one. SAD
16-1 last year, Aggravating to have to HOPE we win
in a sim , until SOMEBODY cuts their OC,
so we get the WORST ONE AVAILABLE I guess
then WONDER how.
