You can do whatever you want, but this is a lost cause. As I noted in the other thread where you wanted to start the same effort, there's no point. It won't/can't happen. The people involved with MEA are no longer working together (or even for EA, in most cases). BioWare Montréal, the development studio, was shut down. There's no one to do the work. Not going to happen. Period.
Sure, a new crew could take-up the rights and build a whole new game, but that wouldn't be MEA: The Quarian Ark, or whatever "story DLC" you're looking for. Having worked on some incredibly intricate software projects myself, I know what a blow it is to lose the continuity of the people who "know how it was put together." In my experience, every time that happened we basically had to start over. The tools were the same. And we had the "output" of the previous efforts. But what we built after the turnover was definitely not a continuation of the original.
Think Disney's Aladdin, then Return of Jafar. Without Robin Williams, it just wasn't the same...

I think many of those whose contracts didn't end are still working together, but as part of Motive, which BioWare Montreal merged with. They're still in the same offices, just working on Star Wars now, so they're definitely done with Mass Effect for now.
