@Rune_L93 Did you test this without mods installed ? To be sure, they became friends after you started the scenario ?

I have the same issue. My child sim met someone at school. i invited her over and the played. They also went to the park and play etc. Then when i clicked on the sim i had the option become bff forever so i did that, but my box isnt ticked off. i do have other boxes done and the box for good friend also went up to 2 with this sim.
The only reason i can think of is that in the description it says that you'll find the option under Friendly, but with me i already saw the option when i just clicked the sim.
i saved my game and closed it and then started it again because i thought it was a glitch...But it didnt help.
Now what?
- @faerya84 If you have LittleMsSam More Best Friends mod, delete it out of your mod folder. Open the game and redo the BFF thing and the achievement should work then.

I was having the same issue. I play with a number of mods and a bunch of CC, so I turned everything off*, restarted the game, gave my sims some hair and clothes 😉, and courted a new best friend. This time it counted.
Initially I thought it might be MCCC's multiple BFFs option, but the problem persisted even with that option turned off in MCCC's options. And tbh I'm too lazy to go through my eleventy-gazillion mods to work out which exact one it was. At any rate, it was definitely a mod issue for me.
* Specifically, I disabled custom content and mods in Game Options > Other > Untick "Enable Custom Content and Mods"
