Billboard crashing counts only if you get a distance - you can check by looking above the billboards which should show your distance.

Sometimes it's hard to know if you got a valid distance because when crashing after the jump it's sometimes really close if you crashed before or after accounting the distance. When crashing before getting a valid distance the billboard is not considered crashed and not counted.

There are very few billboards that are even tricky to crash because whatever you do it doesn't show any valid distance e.g. the one along the I92 that is in front of a rock wall. Thi sone can only be crashed if you jump in certain angle and hit the ground that counts. Seriously for some billboards I had real troubles to find out how to crash them that they count.

If you are just interested in that it counts then such billboards are most safely crashed if you just drive through them as slow as possible e.g. if they are on an edge then crash them driving just a little behind (my lowest record was about 0.4 meters / 0.5 yards 😕mileylol: )
