Well. I found the root of the problem. It's definitely FemShep Appearance Consistency Project - ME2.

Apparently it breaks custom or imported faces. The sort of solution I found is anytime you want to create a custom FemShep I need to delete DLC_MOD_Femshep_Appearance folder from BioGame/DLC on game directory, and I want a default FemShep I just reinstall the mod.

A bit of a pain but doable
