missing content from new update 1.99.264.1030

i am lacking some of the new content for the new update, for some reason i haven't gotten the ability to paint cielings.

the game is up to date running on the 1.99.264.1030 update.

yet i the build mode hasn't changed, i have tried repairing the game and still nothing.

and reluctantly i have also uninstalled and uninstalled the game and all my DLC and it still isn't there?

is the update region locked? or am i doing something wrong
