That necklace is a career mode unlock for the Stylist career from Get Famous, so you may not see it available for every Sim, it will only be available once you've unlocked it through the career.

For the shoes, do you mean these?

Happy to help! Those shoes are also from the same Stylist career unlock, so just like the necklace, you won't see them available for every Sim unless you've unlocked them through that career path.
