For the most speed: Regera! I'm not a Regera user and a lot of people don't really take kindly to Regera users because it is an OP car but it has the highest top speed. I do think it has horrible handling and for me, when i was testing it, it's so low that it clips up on the curbs a lot. I've used a BMW M4, Nissan 240Z, and Mazda RX-7 at 399 and i think the RX7 is the best overall out of all of them. No experience with other cars. Really depends on the tunings tho, i always use the same tuning set-up for every car which you can see in a screenshot in a reply from me to some post about the M3 e46 (can probably be found on my profile). I tend to finish in the top 3 and mostly 1st in my RX7 though and i'm not a perfect racer, just normal.

Call my crazy but my Buick RIPS!! 1,100 horsepower top speed of 232 but I handled soooooo well. Handbrake for long hairpins and just a touch of brake for everything else. This car will slide all the way around corners and be going 170 as soon as you straighten out. 0-60 1.80 quarter mile in 8.33
Well I don't know what you've done to your Buick but, the one I have is terrible LOL...even sounds funky. Now if we want to talk about my Boss 302 Mustang with NOS, ACCELL, SPEED cards on all parts, we have something to talk about ROFL. Yeah, that ridiculously OP Regerra is 'faster' but, we all know a Swiss car, Swiss dev's and some 'home town' pride is the only reason the Regerra is 30mph faster than anything in the game 😉
