Whilst I haven't played Rivals all that recently, I can say that you are certainly right about the F12 Berlinetta!
There are definitely some similar options for Cops. I don't know much about the DLC cars, but for the base game I remember the Lamborghini Aventador LP 700-4, Bugatti Veyron Super Sport, and the Aston Martin One-77 being the most durable cars with access to level 4 pursuit tech. They might not be the outright fastest in the game, but I think they all have a fantastic mixture of performance and durability - especially the Aventador in Enforcer spec.
Alternatively, if you want to stick with Ferrari then the FF would be a superb choice. It doesn't have access to level 4 tech and isn't as fast as the others, but it's still wonderful to drive (and sounds great too).
