It is the same as Week1 and 2
Only TotS Masters have sets for 40 coll.
All other TotS are only buildable if they have an Xfactor, Msp or FH Card

the sets are the same, except there are no masters this week ... which was to be expected as msps are planned in advance (card art) and EA certainly doesn't make multiple msps for one vote and not use them
That's why J.Hughes got a TotS Msp, or Heiskanen TotY ... because Masters are chosen months in advance
With this too long explanation I just want to say, it was known since TotS Week1 that there are no 40 coll. Sets for the Community TotS ... unless EA changes its mind
