Are you talking about your Steam account being locked or your EA Account being locked?
If you are talking about Steam, you'll have to contact Steam Support and handle it with them.
If your EA Account was actioned in some way, you'll have to contact them, steps on how to do that can be found here: https://help.ea.com/en/help/account/information-about-locked-or-banned-or-suspended-accounts/
You did mention that you were not able to appeal through the websystem, have you tried to do so with the help of the article I linked above?Keep in mind that account issues like such cannot be assisted with on these forums, as this can be a highly sensitive matter and should therefore be handled through support.
