Hey, sorry for the late reply. Looks like the issue fixed itself, I got a patch yesterday and this "player bug" stopped for both me and my friend. Thank you for the help!

Another option that may help is setting a different DNS on your PS4. I've seen some cases where that can also make a difference. To update the DNS settings on the console follow these steps:
1. Open up the Settings on your PS4, then go to Network. From there go to Set Up Internet Connection, and select either WiFi or LAN cable depending on what you're using.
2. Select Custom > IP Address Settings (Automatic) > DHCP Host Name (Do Not Use) > DNS Settings (Manual)
3. Enter the Primary DNS as 8.8.8.8 and the secondary DNS as 8.8.4.4 -- This is the public Google DNS, but if there's a different open DNS you would rather use that's OK as well.
4. Select Next > MTU Settings (Automatic) > Proxy Server (Do Not Use) > Test Internet Connection

I reinstalled the game, and it was good for about 4 hours.
I booted up today and got hit with "Party member preloading". I changed the DNS(I usually use Open DNS), but no change. I have done everything, and followed every instruction.
I never have issues with other games.
edit: i can invite friends to my party, but I can't ready up or leave afterwards.

Any group. Also when I queue solo.
It seems the game has issues with my internet connection( I use an ethernet cable).
I decided to try using a mobile hot-spot, and everything was seamless.
Instant matchmaking, no delay of any kind.
I really don't know what to make of it ☹️
I'm also having the same issues even after troubleshooting. The cycling and rebooting only works for so long then I have to do it all multiple times a day. No matter who I play with or what servers we are on with pings as low as 62 still this happens. Or either they go into a match and I'm left in the lobby stuck while it shows me players not ready. And later changes to them in a match and I'm left behind.

If it's not happening when you're connected via hotspot it must be something in your local network. Do you have multiple consoles connecting to the same network?

are you still having the problem bc i’m just getting now in 2022 2022!!
I’ve been having this issue for the past 2 seasons now. I’ve emailed and chatted and no luck at all I’ve done all the different steps they’ve given me. Connection issues, nope, I work from home, solid internet and I play hardwired in. I’ve deleted and reinstalled the game and even did the rebuild your database on the PS4 in safe mode. It’s quite a nuisance, but I love this game. I just want the issue fixed. The worst part is that it’s not all the time, I’ll be able to play just fine for like an hour or two and then BAM! Out of nowhere it just bugs out…
I figured out a way to fix it connect to your hotspot then go back to your ethernet cord or Wi-Fi then it works
