What @TheRedLion93 said is true.
Banned accounts are not eligible for deletion or unlinking.
The reason for this is that if you could just go and unlink the account you could then make a new one and link it then and this would enable people to get around bans which of course would be counterproductive.
You will first have to dispute the ban and have it overturned in order to unlink the account.
