The gifting is broken smh

For the past couple of days, I've been trying to gift my friend two Mirage skins and I've been having the same problem.

We are both above level 50. Pretty sure both of our accounts login verifications are turned on. We've definitely been friends in-game for longer than two weeks. And we're not even close to the gifting limit.

But even with this, it still says "not eligible" when I try to gift them. I can gift other certain things from the store, just not those two skins.

Slowly losing my patience with this. I can't look at a little over 2000 Apex coins and not do anything with them.
