AA Missiles always hit

Flares doesn't help at all, and level to the ground as in BF4 also not working.
The AA from infantry always hit even when dropping the flares or moving around. They can mark you almost immediately after the flares.
Need to add some kind of opportunity to dodge the AA for the Helicopters
