Add an automated mechanism that shuts down portal servers if they are empty

You could also delete portal servers if the owner has not been online for a month or something, one of the biggest points of portal is having the option to ban anyone you like, and if you want to play battlefield with cheaters, there is the regular matchmaking

no admin, then no server
