Well the problem is that there is not enough order / logic / hierarchy between vehicles.
They went and gave everything to everybody. Every air vehicle can have AA / AG capacity. Transport vehicle are beyond way to armed.
If they approached things with logic it would be this way :

Light Attack / OP, remove the AGM and propose a second set of Rocket less effective against infantry but better against vehicles

This way
- Ground transport and tanks fight each others
--> helicopters attack ground vehicles
--> Anti Air defend against helicopters and combat tanks too
--> Aircraft attack helicopters and fight each other for sky control
