Allow FULL XP with DEFAULT AI in Portal, stop this Moderate XP restriction.

I noticed "Portal Discussions" has now merged with "General Discussions" and so now, I am once again requesting that DEFAULT AI in Portal allows FULL XP for the server experience. There's no reason ...

@S3SSioN_SoL Yep I see 0 reason why this should not be the case. Especially with the sunsetting of content planned for the game, people that want to grind out their masteries or XP or whatever should be able to. Maybe have it need to be a public server [but even if it was private, who cares].
