Allow FULL XP with DEFAULT AI in Portal, stop this Moderate XP restriction.

I watched a video by Ghostgaming about what ex DICE employees say anonymously. It sounds like some people in the management have an iron grip over everything and do not less the devs any freedom to try things they and we might like because it is not part of their "Vision".

I am not sure about how this affects us but I do not trust managers to know what good gameplay is.
