Allow FULL XP with DEFAULT AI in Portal, stop this Moderate XP restriction.

I noticed "Portal Discussions" has now merged with "General Discussions" and so now, I am once again requesting that DEFAULT AI in Portal allows FULL XP for the server experience. There's no reason ...

2042 needs this to happen with portal to survive till next years possible release or it dies in a couple of weeks.

    Battle Pass ended but still MODERATE/RESTRICTED XP
