@Khamallm Angel was my specialist, exactly because he was OP and I agree with the nerf. Angel made ammo crates and Amour gadgets useless, 2-in-1.
I could use angel and my loadouts for all situations.
And I still think that the loadout crate is OP. You change your loadout too quickly and there is not limit in the number of times it can be used, only a time limit, which is longer than the cooldown, so we can spawn a new crate anyway. More nerfs to ir should come. It should take longer to drop, last a shorter time, or have a limit of 3-4 uses.

Falck makes the med pen useless. That is by design. There are several specialists that magnify the gadget.

I do not disagree here. While I do not think it is OP, I do not think these nerfs take away from Angel. That being said. I am trying to grind C5 to T1. Once used, I need a crate, and I cannot tell you how many times, I cannot see one on the map. Crates may be as you describe, but Angel isn't dropping them like he should. I pretty much have succumb to be a suicide bomber and respawn with C5 to continue to farm. I get 1 maybe 2 vehicles a game and die 18-20 times, just going for vehicles on foot.
