Are Modded Controllers Rampant or What?
So, can't help but to think there is some funny business going on? I will be the first to say "I suck" most of the time at BF, but there is some weird stuff going on.
Open to ideas here.....

'Modded' is kind of a vague term. What specific 'mods' are you suspecting? My understanding is that 'modded' controllers are just external macros. Macros which could be replicated via the software bundled with nearly every gaming mouse.
If you suspect console players of abusing macros; shouldn't you also suspect PC players of using macros where the barrier to entry is essentially zero... versus a $100+ dollar investment?
