I personally dont think armour should be in the game. We all know how the 'defensive' field perks in bf4 were. Although some things you suggested may be an alternative to simply removing it
In my opinion it should be a specialist gadget that can only be used by that specialist and maybe something that specialist could be able to distribute to other players and resupplied via crate so they could carry plates and crate and dedicate their time to buffing team mates with extra armour or have plates for themselves and another gadget that will actually benefit the team.
As it is now, it is a wholly selfish gadget since it prevents carrying more useful gadgets.
