Automatic Anti Air for Spawn Point

There are many times that I've noticed playing on either side when a side is unable to get their vehicles out their spawn because of spawn are camping. Some could be outside of the spawn with rockets and anti air rockets. Some with air vehicles spawn camping. Can we get stationary AA like Battlefield 4, for those trying to spawn camp and destroying all the vehicles as they are trying to leave the spawn?
