The PC pre-load timing is actually 6:00 PM UTC, November 10th. Straatford87 has just confirmed there's a mistake with the image.

Hey! Any Idea if the 12 the servers will open at the same time worldwide, or different times by timezones?

I saw a video this morning that said it would all be available at one time. 12:00am Midnight Pacific Time, on the 12th. Thats 3am for us Eastern US guys.
