@XTS-KingBeef My rig is 3 years old, I have an i7-8700, 16GB DDR4, and an RTX 2070OC. I'm running at medium settings across the board, turned off the extra movie stuff like chromatic abberation, film grain etc, and am running at 3440x1440 resolution. with NVIDIA reflex on performance and have DLSS on. I'm normally on the lower end of my FPS range in the 80s-90s but sometimes get into the low 100s depending on map and player count (in Portal).

Well then you are lucky cause my rig is twice yours and struggle to get 80 with everything on low with my i9 pegged at 100% most of the time and got usage around 10% it's sad really

@XTS-KingBeef I've seen a lot of people with newer processors (i9-i12) and 30 series GPUs having a lot of performance issues here on AHQ regarding stuttering and FPS drops; it's simply baffling to me. I really wonder what the disconnect is with the newer hardware experiencing these issues when you should have much better performance than I.
Regarding the 100% CPU usage my friend said this thread corrected his issue:
