Yeah I noticed that they made World Tour a four player start.
It is definitely a backward step and unnecessary as you rightly say.
I posted about the need for single player starts for both AOW and Official Portal Experiences in this thread :

I'm not certain and this is an assumption, but I suspect that it's due to people using the official Portal modes with crossplay off to grind out T1s etc.

I think so too but it was the wrong decision in my opinion. They should just let go of this obsession with the need to safeguard T1 progress. If people want to ruin their progression then let them. As long as they're not ruining the game for anyone else then so be it.
Just take the servers from BF4 that catered towards easter egg progress. Doing that easter eggs on a full server would've been a headache and a half. But it was possible on a simple server just for the easter egg purpose. DICE must take this similar approach. And instead focus on more important features like SMART team balancing after rounds end.
