First off, I am just an ordinary BF player like you and not any official in any way. So just my personal opinion here.
I think that trying to spoofing your IP or your geographic location by using VPN while gaming is a terrible sad thing and its definitely adding to poorer network/server performance for all stakeholders involved. Hence my own disapproval for players utilizing such means for their gaming activities, as it also negatively affects other players in the same game server environment. (higher latency and jitter, potentially causing server lag, rubberbanding, bullet sponging...)
That said, I would not think it is considered cheating, on its own...
Now some AC measures may block VPN users from accessing at all, namely because of the fact, you can spoof your true IP and thereby potentially avoid types of hardware/location bans, which the gaming company intended to instill. If so, the gaming company will block access to their servers if connection request comes from such known VPN IPs.
There may be some legitimate reasons why a player may want to use a VPN to connect, though its hard to list any solid ones if the purpose is just to access some gaming.

Probably not and there are so many VPN services, you can always just use another one.
Look at Netflix: you aren't allowed to use VPN for that. Use a banned VPN service and you can't visit content you like to see. But if you use the next banned service that isn't on their list, you are free to go.
I can't think of much of a legitimate reason for using VPN for this though. Countries where you need to use a VPN to access any website will probably not even have a good enough bandwidth to play games online.
