The stinger is already 400m lock distance and in your equation you have limited yourself to helicopters vs infantry but battles do not take place in a vacuum. Other vehicles also play a big if not bigger role than infantry in conducting helicopter control. Currently the Nightbird scout helicopter can dodge AA missiles fired from vehicles without having to use flares which is unnaturally extending their lifespan. Once that is fixed you should have much better balanced games.
