The problem is it just becomes a huge spam pile. Nobody uses chat for team strategy.
Chat gets used for politics, your mom jokes, and anything but game related chat.

I see if used frequently for contact reports or to request someone take out tank/jet/chopper etc. I find it hugely beneficial to use and find it disturbing that it along with a scoreboard was initially left out.
