They should approach it like Black Ops 2 did I think everyone had the creative freedom they wanted with that system. Another idea could be based like the GTA Online Crew system, joining crews or in this case squads, you could join multiple squads (Not at once tho, there would be a list of the squads you have joined and you choose the one you want to rank up) and get different small rewards like exclusive charms, emblems and XP tokens.
