We never meant for there to be full xp or ribbons or full unlocks.", because they said you'll be able to progress at the same rate and unlock everything on anymode before release. I assume that no one though about XP farm thing before release. But then, why punish solo and portal players for MP players behaviors ? Those who farmed XP were MP players who wanted to PL, and they had no penalty, where we got punished. It's not fair imo. Killing 1HP bots for hours doesn't make you better, nor attachements, so the farmers weren't unbalancing the game. I main LMG and I play without scope, I aim better than with an ACOG.
And yes, I agree, I can live with a 50% less XP if they really want to put cap on solo (which I find silly because solo or portal players are not sub-players who must be applied a negative ratio), but not with a mastery cap, not without ribbons, not with one XP frag every 10 minutes.
