This update (3.1) fixed it for me.... After update 🏀 I could cut it using B+B about 65% of the time. Now after (3.1) it's a single B button and cuts every time.
I don't know why that symbol is there but EDIT: ITS SUPPOSED TO SAY AFTER UPDATE 3
