Besides the tick rate, the "server" itself is probably a cheap P4 dinosaur from 15 years ago. Cheapest system with cheap connection to keep profits as high as possible. I've been playing this series since 1942 and they have never had a good public server. Most hosting services from back in the day where leaps and bounds better.
