I've often wondered the same thing. I have clips and clips of me using a weapon with two shot damage, get two headshot indicators with one or more additional hits and still lose the fight. Doesn't make good sense. It could just be an arbitrary number in the description as I have tested the different Ammo and they don't make a difference in a lot of cases. They may fire faster or slower, but they usually take the same number of hits to kill. Go into solo and try it and see...
@Echo6Echo You are not alone. Often get 2 headshot markers (plus other hits) and still end up losing the fight. Headshots used to be insta-kills. I guess in the year 2042 all of the IR scope tech has been replaced with improved helmet technology.
