I'm not aware of any special "software" that can match you onto the opposite team. Obviously watching them click the match type and simultaneously clicking it can work for getting into the same match (my buddies and I had to do that whenever we had a group larger than 4 people, absolutely sucks). But yeah, not sure what they are expecting, I don't even know if other games have any form of "stream-sniping" in their rules.
Yeah, probably not a software. There's 4-5 people doing this so they can just queue up single and who ever gets into the lobby the others just join that guy.
The streamer is using snipe screens so it doesn´t show when he's entering a queue and also shuts of game sound so they can't hear button clicks etc. Yet they manage to be in the same lobby within a minute.

I don't usually like Streamers because the direction they have steered the game in. That said It's pretty low to follow a guy around and make his life a living hell.
I doubt anyone here can help in the matter he needs to contact EA. Or keep filling out reports however long that takes. Is he sending in video of the harassment?

Yep, reporting every game, contacting EA etc. But apparently harassing and following players is not EA's priority.
All staff probably busy working on what the next cosmetic should look like.
