I support the delay. Fair play. It will force players to actually be the "boots on the ground" rather than spamming planes/vehicles. You know.. no battle was ever won with just planes. You got to have them troopers. On another note, I also do support a limited amount of vehicles/planes spawn in each round. There can't be unlimited amount of spawns (no matter the delay). It is frustrating to play with the limited amount - I know. I hate it too. If both (delay & limited) are implemented - the game will se an exponential amount of actual gun fights.
