HitReg or to give it it's colloquial name HitnMiss, is a long DICE tradition for keeping your game more interesting, by ensuring that some days it works and other days you empty the entire clip and hit nothing.
Usually found with that other feature invisible edge detection, where you fire from behind cover only to realise every one of your bullets didn't go anywhere because they hit the edge of the object you are behind.
They pretty much fixed this at the end of BF4. BF1 worked very well, BF5 lost the code along the way.
