You'll need to host your own Portal server if you want this type of control.
Unfortunately, all blocking someone does is stop you from being placed in Squads with them, see them in game chat, or hear them over voice-comms. It's more of a communication block than anything else as it's aimed at tackling harassment. At least, that's my understanding of it anyway (it's mentioned briefly in the "Battlefield 2042" section here).
It'd be nice if blocked people couldn't be on the same server at all, but I can see a few potential issues which would make this very difficult to implement correctly, or make it an unfair system; E.G. People blocking players who are simply better than them.
Oh, I just received an email from EA stating that they have addressed the report. I wonder if my lament was understood, or do I have to lament every time I want to make my voice heard to EA?

That will never happen because it will be abused. People would block better players instead of just blocking cheaters and would likely make the already player pool much smaller for those use this function. I agree with the other poster who said we should hope for a better anti-cheat
