......so it sounds like you already know where you need to go to create an Experience but just a little confused regarding the menus, etc., right?
It's easier to navigate the Portal website via PC than on your phone IMO. IIRC the menu to select a section is on the left. On your phone you have to click on the down arrow in the upper right corner under the "Buy Now" button. You'll see the Core , Modifiers, Restrictions and Rules Editor menus. To save, there will be an icon on the bottom of that same popup menu that is a disk icon in yellow IIRC. Then you will need to name your Experience, etc.
On PC the icon is the same and it's all a little easier to figure out IMO. Once saved, the creation is tied to your EA account and will appear in-game once you select the Portal mode. It will be listed under the Host game menu.
Its free to create as even those without the game can make one. You just need an EA account which is also free. You can use the "Show Code" option on each Experience to share it with friends, etc. as well if you wish so they can host it themselves.
