Most users prove time and time again they can't keep these sorts of discussions civil and name & shame is removed because it can actually come back and bite the accuser in the butt (whole legal thing, that and other factors make it a high priority ToS issue).
If you know of any channels sharing/selling software and posting evidence of cheats and stuff, you're asked to forward that to Tos and support. Easy Anti-Cheat is just one step they are taking but there is no such thing as a perfect system, that's why they encourage other users to come forward.

Seems a pretty big issue.
