also I just edited my post. I actually have that bottom setting which is high fidelity objects to low. I forgot I had changed that. I couldn't find any difference in image quality.

You have already answered this question yourself... because your CPU is too slow. The CPU must calculate the data from which your GPU then creates an image. If the CPU is overloaded, as in your case, it does not compute enough data to keep the GPU busy.

Yes for some reason I was thinking 4690K (that's what sleep deprivation does). Nevertheless, you're grasping at straws because in the end, it really doesn't change anything now does it? It's blatant false advertising on many levels. Enjoy the impending lawsuits.
