It doesn’t reset immediately, at least not against the same target. The ‘firewall’ seems to last 4-5 times longer than the duration of the hack.
How much experience do you have with Rao? He’s the least played specialist. Hacking is more chore like than fun. And you want to nerf him?

Whenever there is something that temporarily stops a vehicle from farming. They scream nerf. How about we remove the everlasting ammo? All infantry is limited in ammo. How about we limit fuel? How about you have a limit on shells or missiles. Naaahhhhh, that would be silly talk.
Although, if we remove Borg Regeneration from the game, that would go a long way in balancing and refocusing gadgets, and specialists.
The only thing that I would change is hacking a person. Hacking is a technology attack. Not a human attack.
