Sort out Rao's hack ability.

You cant do anything in breakthrough. The cooldown is so ridiculously short that you take a few stingers, repair, reload flares, and you can be hacked again. There is absolutely not enough cool down time. to do anything at all. If you flare before the hack is completed, then it should disrupt the hack, so you can at least get a few seconds. And give Rao's hack a cooldown on the same vehicle, like 60 seconds or something.

@LancySchemer I believe that it at least one point would work that way, systems that were computer-controlled were disabled but more "manual" ones (like miniguns for the passengers) did work. I can't recall if that changed in the recent patch(es) or not.

@Assault I use that magic thing called a scoreboard and I consistently see vehicle users at the top so it stands to reason there’s no problem! If it helps I will try to get my nightbird t1 to make my argument more valid lol
