That are some tough battle conditions, but they can certainly be realized in the Portal game designer as far as I can tell !
Though that last one there on 1 bullet = 1 kill is beyond what 'standard hardcore' was giving us in the past. So if setting up such server where this is reality for the gameplay, then it will not be marked as standard hardcore but more like a custom settings server.
And with 1 bullet = 1 kill, do you mean that this should be the case for every single primary weapon? And no matter where you get hit on your soldier body? Aka so even a single stray bullet from an LMG onto your foot = 1 kill?
And what about the pellets from a 12 gauge buckshot ammo for your shotgun? Think most of the shotguns will carry something like 9-18 pellets in a single round.
And what about distance for that 1 bullet = 1 kill condition. No matter the distance, or???
Seems like a rather harsh environment if any small little pea gun can get a one bullet kill no matter what.
I would also doubt that such server would be considered 'ranked' by EA, so any actions on it would not count towards your XP or weapons unlock etc. but that is maybe of secondary importance to you, if your primary goal is the extreme game experience. :o)
@CyberDyme Haha, that's indeed a tough one. I can't exactly remember our procon setup (it was a setting we stole from COD MW2's HC Search & Destroy) with the '1 bullet = 1 kill' if it was due to 40% health and no regen or actually the bullet damage itself. I do remember it was every primary, secondary & gadget. Though individual shotgun pellets and long distance shots you would be able to survive. 🙂
Also we played mostly CQB maps, so DMR's with a red dot was a 'thing'... Eventhough I'm more of a support player. I miss my supressed M27-IAR & Claymore combo. No idea if it was ranked btw, I'd still like to earn xp and rank up. 😃

You probably had the server set up with an increased bullet damage modifier at 200% or more then. As putting your soldier health below 60% will result in many silly KIA just due to getting a bit hurt by running around in the buildings or jumping out a window ledger...
No matter though, putting the soldier health below the standard 60% for hardcore or increasing the bullet damage modifier above the standard 100% will either way most likely result in that your server will no longer be ranked according to the guidelines on how EA will avoid the Portal being abused for boosting.

@zenn_nme No problem with DMRs and red dots. For some reason (possibly the way they are advertised in some games and locked to certain classes in others), people link them with sniper rifles. A DMR is realistically just an infantry rifle with the ability to reach out to a slightly longer range (and in modern times usually use something like 7.62 rather than 5.56).
Many in current use were standard infantry rifles in the past (EBR/M14 and SLR or G3).
With something like the SVD, many people consider it to be a sniper rifle (because it is in many games), when it is actually a DMR. As standard the real one comes with a 4x scope, which is only equivalent to an ACOG on an assault rifle.
