Official HC will not happen with Portal readily available.
Most if not all attachments can be earned in custom servers(I believe it's mastery 12) so you don't necessarily need to rely on HC and I think all gear is unlocked at an easy ~lvl 50; even with capped xp this should be manageable
XP / level unlocks still happen but Mastery is not available through custom Portal Experiences. I believe the cap was happening (and perhaps still is) in solo / coop but not custom Portal. THey just confirmed that today as it seems it could stay that way which is very unfortunate:

Not presently. Mastery rewards are designed to be showcases for the committed, and until we’ve determined if we’re able to establish further safeguards, we won’t change that. Mastery is earnable in official Portal experiences.
