I don't think this is a crossplay issue. Yesterday I played 2 rounds of solo breakthrough to try out the AS VAL and get the extended mags for it. I had hitreg problems there as well and all I did was shooting bots that were computed on the server instance. So no, crossplay is not to blame for the bad hitreg (at least not entirely).
@DuaneDibbley The bot hit registration has been a well known bug. Though I haven't run into it since Dice did a patch to fix it a few months back. Maybe newest patch introduced the bug again?
