They EA cheeped out with low tic servers if you don't get the base networking right these things are going to happen.
A poor experience in an FPS game isn't always due to a low tickrate server — high latency to the server also plays a major role. For example, using a VPN can add extra delay to your connection, making hit registration and movement feel worse, regardless of the server's tickrate.
