Hosting a portal sever XP

Dear reader,

So I host a Portal server and it says in lovely blue it's Full XP so I play it and get the Ribbon XP plust the standard XP and unlock weapons, great. I now load that same experience and I can't progress the Ribbon XP anymore. However it still says Full XP. So what's the point of having a Full XP server if I can't get XP from said server

It's a bug I'm betting. It started with Season 6 but seems to still follow the old restrictions. The server itself will show restricted, moderate etc.
