It has very little use now after the nerf so no one uses it.
Honestly, I think its ammo should regenerate in some capacity, doesn't have to be quickly, but maybe you get 2 or 3 shots then a minute or so later it auto-refills (or can be done via ammo crate). If you aren't in a group the ammo for the darts is entirely wasted, in which case you should have just played as Rao and hacked to get the target marker anyway.
Darts usually get ''washed off'' quickly by the countermeasures/flares. It's generally useless, unless fired at from really close range and a teammates instantly locks on to it with M5 (not javelin, that takes too long to lock on).
The darts in Bad Company 2 were way better IIRC.
